美國法律不允許其他人代替簽證官行使權(quán)力、衡量申請人的整體情況。保證信不能證明申請人在美國之外的關(guān)系。讓地位高的人寫信擔(dān)保與此類似，它不能自動證明申請人無移民傾向。但是，簽證官會將它同其它文件一起納入考慮的范圍。

23：美國第一次拒簽以后第二次再申請 VISA 容易嗎？
美國簽證每次都是獨(dú)立審核和面試的，一般因資金、目的、材料不齊、移民傾向等原因拒簽沒有什么影響，只要認(rèn)真準(zhǔn)備同樣機(jī)會很大。因?yàn)槊婧灥闹饔^因素，實(shí)際上很多學(xué)生都是‘二簽’和‘三簽’過的。因此‘一簽’失敗沒有什么，而且美國簽證官原則上有回避原則，即‘二簽’一般不會再由‘一簽’的簽證官受理。

牢固的“約束力”因國家、城市和個(gè)人情況的不同而不同?！凹s束力”是指迫使您在祖國或某地居住的各種關(guān)系，如: 您的財(cái)產(chǎn)、職業(yè)、社會及家庭關(guān)系。個(gè)人的工作和收入、住宅或公寓、汽車、親近的家庭成員及銀行存款等都包括在內(nèi)。簽證官采用分別處理的方法來研究申請人的職業(yè)、社會、文化和其它關(guān)系。由于年輕的申請人無法建立這些關(guān)系，簽證官就要審查他們赴美的確切意圖、家庭情況及其在國內(nèi)的長期發(fā)展計(jì)劃和前景。所有簽證申請都依據(jù)法律，被單獨(dú)處理。
26：為什么學(xué)生要申請財(cái)政資助簽證的機(jī)率才大？

28：我要去美國， 應(yīng)提前多久申請簽證？
在收到學(xué)校錄取通知書和 I-20 表之后，你需在報(bào)到日期前的90 天內(nèi)申請簽證。使館規(guī)定，如果申請者在報(bào)到日期之前90 天之前申請，使館將不會受理，所有的F1 申請人必須持有錄取學(xué)校發(fā)放的有效I-20 表。且獲簽后入境只能提前一個(gè)月，一般來說春季入學(xué)的學(xué)生簽證時(shí)間為11 月和12 月，秋季入學(xué)的的學(xué)生簽證時(shí)間為5-8 月。如果過了開學(xué)時(shí)間，一般延期1至2 周沒有問題，如果延期更長時(shí)間則需要學(xué)校的延期信。
