新西蘭的技術移民面試不參與評分,也不同于澳大利亞從政策上鼓勵移民官盡可能更多的對申請人展開面試,新西蘭只有在某些情況下,才會被要求面試。此外,新西蘭技術移民面試結束后,不會當場通知你的移民申請是否已經(jīng)獲批或被拒絕,需經(jīng)內部討論后才會做出最終決定。
目前只有已經(jīng)在新西蘭技能就業(yè)、并且雅思也符合條件的申請人,才不會被面試,直接下PR。
被要求面試,往往是屬于以下三種情況:
第一種情況,移民局對申請人某些材料或資歷產(chǎn)生真實性的懷疑。
因為這個原因發(fā)生面試的可能非常低,但是仍然少量存在。首先是持有工作擔保的人申請移民,新西蘭移民局在向申請人發(fā)出ITA后,隨后所進行的材料審理環(huán)節(jié),就已經(jīng)會對申請人的材料進行詳細核實與全面評估,如果存在疑問,往往通過發(fā)質疑信的方式要求申請人進行書面答復或做出進一步的材料補充,在補充材料以后,移民官就會做出決定,認可你的解釋或不接受你的解釋。但在某些時候,移民官始終懷疑你工作擔保的真實性,但是又無法寫出已撐握充分證據(jù)的拒簽信。此時,如果移民官若草率做出錯誤的決定,會導致對申請人產(chǎn)生不公平或損害到新西蘭的國家利益。在這種情況下,面試就會發(fā)生,通過面試,移民官可以通過多種詢問方式與技巧來找到你的紕漏,進而寫出有理有據(jù)的拒簽信;當然,另一種可能是成功認可了你工作擔保的真實性。
其次是無工作擔保申請,由于新西蘭存在下簽與拒簽的第三種結果——WTR,移民官不用像對待那些持有工作擔保的申請人那樣,非常糾結于到底是下簽還是拒簽,而是順坡下驢給WTR。所以無工作擔保的人由于材料或資歷真實性所產(chǎn)生的面試要求可能性并不大。
第二種情況,申請人通過新西蘭本地工作經(jīng)驗來要求豁免雅思。
新西蘭的技術移民政策比較靈活,其政策目的是確定申請人對新西蘭的貢獻作用與安居能力,對于某些英語實在無法達到雅思6.5要求,但是已經(jīng)在新西蘭工作了兩年或多年,做出了納稅貢獻并且以后完全有能力繼續(xù)當納稅人的人,移民局是會視情況給予居留權的,能提供一份工整的工資稅單,也可以證明正是因為有你在新西蘭的辛勤勞動,才養(yǎng)活了他們這些移民官(公務員)。
對于這一類申請人,由于已經(jīng)確定了對新西蘭的貢獻能力,英語能力要求可以得到一定程度的降低或豁免,移民局往往會通過面試的方式,來判斷申請人的英語能力是否至少可以應付日常工作與生活的需求,這一標準實際上是比較低的,只有移民局通過面試后,得出結論“申請人的英文水平極為有限,甚至無法理解關于生日是幾號的問題”,才會被拒簽。所以,對于那些既無英語教育背景又無法提供雅思,但已經(jīng)在新西蘭就業(yè)的廚師、維修工、磚瓦工、機械師、理發(fā)師等職業(yè)來說,如果想得到綠卡,即使你可以申請雅思免考,但是至少也要掌握最基本的英語會話能力,否則仍然是會拒簽的。道理其實很簡單,移民局不會將綠卡批給一個迷路了都不能用英語詢問得到回家路線的人,如果主申請人的綠卡獲批后,往往意味著全家都獲批,做為一家之主,如果你的英語能力不佳,將對整個家庭在新西蘭生活的便利程度產(chǎn)生重要影響,由此則說明你的貢獻能力雖然沒問題,但是安居能力欠佳。
第三種情況,申請人屬無job offer申請。
目前絕大多數(shù)的海外申請人都屬于無工作擔保申請綠卡。事實上無論是在新西蘭境內申請技術移民,還是在海外申請技術移民,如果申請人沒有工作擔保,都是有可能發(fā)生面試的。
對于無工作擔保的申請人,如果移民局通知面試,這是一件非常好的事情,說明移民局認為你可能具備直接獲得PR的能力,但是需要進一步面試才能確定你將來對新西蘭的貢獻能力與安居能力。如果已經(jīng)進入了審理的最后階段,移民局并未通知你面試,只有兩種可能:1、移民官已經(jīng)決定給你WTR;2、你的條件非常優(yōu)秀,足夠移民官相信你的就業(yè)與安居能力,已經(jīng)決定給你PR。其中屬于2的情況是極少的,所以大部分無新西蘭雇主工作擔保申請到新西蘭PR的人,幾乎都是順利通過了移民局面試考驗的申請人。
在面試時,你需要向移民官證明你有能力在新西蘭找到技術性的工作,這也是移民官對你發(fā)出面試通知的主要目的,如上文所言,“申請人在新西蘭的貢獻作用與安居能力”是政策宗旨,做為絕大多數(shù)申請人來說,都是通過入境后,從事一份技術性的職業(yè)、勤勞工作向國家合法納稅來體現(xiàn)貢獻作用,必竟我們多數(shù)人都不屬于是那種,能推動什么技術革新,弄個諾貝爾獎,或是在體育及藝術領域能為新西蘭爭光添彩做貢獻的大神。因此,評估你入境后是否能找到一份技能工作,就成了面試過程中,移民官反反復復、反反復復進行考驗的關鍵問題(在新西蘭一直沒有工作的人,非但不能起到貢獻作用,反而會成為國家負擔,需知新西蘭的失業(yè)救濟金制度不同于任何一個國家,可以終身領?。?
關于在新西蘭的就業(yè)能力以及為什么認為自己有能力定居新西蘭的問題,主要圍繞在你已有的受教育經(jīng)歷、工作經(jīng)歷、以及求職能力與入境后的計劃等方面。
通常移民官非常在意你過去的工作經(jīng)歷,特別是在新西蘭或中國海外的工作經(jīng)歷,主要涉及的問題如是哪個國家哪一家公司,什么職位,每天的工作內容,是否滿意等,提及過去的工作經(jīng)歷以及離職原因時不要表述“主觀性”的觀點,比如在這家管理混亂,根本沒有前途等等。其次是你過去的工作是如何得到的,你都有哪些求職的經(jīng)歷,求職是否失敗過等等,回答上應該突出自己獨立求職的能力。你對新西蘭的就業(yè)環(huán)境是否了解?都有哪些了解?你將來將會通過哪些方式求職?為什么你認為自己一定可以找到skill工作?如果找不到怎么辦?回答這些問題,你需要對新西蘭的就業(yè)環(huán)境提前做出了解,比如說你如何確定自己能找到工作時,你不要說一些虛無縹緲的計劃,不要回答得過于抽象,比如說通過報紙、網(wǎng)絡、機構求職時,要能準確說出名稱。去求職網(wǎng)站求職時,要能準確地說出新西蘭當?shù)刂舐毦W(wǎng)站的名稱或網(wǎng)址,比如treademe或seek,其次求職尋求第三方幫助時,要能準確說出新西蘭的官方機構名字Work and Income,報紙為The New Zealand Herald。
為了盡可能地避免WTR,你應該告訴移民官,你已經(jīng)做了詳細的招聘市場調查,并告之你的調查結果,并且告知你完全符合新西蘭雇主的招聘要求。當問到你的行業(yè)就業(yè)方向上時,你最好已經(jīng)了解了新西蘭與你專業(yè)相關的行業(yè)的某些公司或機構名稱,并且能準確的說出名字,比如你有意去AAA、BBB、CCC這幾家公司應聘。你也可以告訴移民官你在新西蘭有非??煽康挠H戚或朋友可以協(xié)助你尋找到工作,并且提供朋友的背景情況。
你對新西蘭labour市場的了解程度,將對你的評估產(chǎn)生重要影響,當移民官問你如果找不到工作怎么辦時,你可以回答往找相關職位的工作上靠攏,并舉例說出具體相關職位名稱,并且告之自己的詳細調查結果,同時認為就業(yè)非常容易(要拿出實質證據(jù)),不要提及換一份完全與自己專業(yè)毫不不相關的職位(如果你本專業(yè)都找不到相關工作,換專業(yè)更不具備條件,更何況移民局就是沖你的學歷與資歷背景才向你發(fā)出移民邀請,不要中計),無論如何也要突出自實其力的人生態(tài)度。
除求職以外,移民官還要大量問到關于新西蘭教育、生活費用、住房情況等,比如:你是否知道在新西蘭生活一周要花費多少錢?登陸后你住在哪里?新西蘭的房租是多少?生病了怎么辦?登陸后家人如何安排?你回答得越詳細,移民官就會進一步挖掘得更深,同時進一步說明你對新西蘭的了解非常細致且有深度。如果你的回答了出現(xiàn)了一連串的“不知道,可能,我猜,我估計,不清楚”,或者你只是一般性的淺層了解,移民官就會直接進入下一個問題,顯然,你的回答是不能讓移民官滿意的。
最后一個重點是,回答時不要撒謊,移民官非常善長就一個可疑問題步步緊逼,連串發(fā)問。
